CB Scheme - The CB Scheme (aka Scheme of the IECEE for Mutual Recognition of Test Certificates for Electrical Equipment) is an International Scheme of the IECEE based on the principle of mutual recognition (reciprocal acceptance) by its members of test results for obtaining certification or approval at national level. The Scheme is intended to reduce obstacles to international trade which arise from having to meet different national certification or approval criteria. A CB Test Certificate is a document issued by an Issuing and Recognizing NCB (National Certification Body) to inform other NCBs in conjunction with the attached Test Report, that one or more specimens of certain electrical products were tested according to a standard accepted for use in the IECEE and that the specimens were found to be in conformity with that standard. A CB Test Certificate is valid only when relevant Test Report is attached.

The marking applies only to products regulated by European health, safety and environmental protection legislation (product directives) but this is estimated to include more than 50% of the goods currently exported from the U.S. to Europe. The actual CE Marking is the letters "CE" which a manufacturer affixes to certain products for access to the European market (consisting of 18 countries). The letters "CE" are an abbreviation of a French phrase "Conformite Europeene". The marking indicates that the manufacturer has conformed with all the obligations required by the legislation.
