Q.1 Has the Consumer Product Safety Commission (CPSC) approved XRF testing for all coatings on children's products?

The CPSC has approved the use of XRF testing for paint layers on homogenous materials, according to ASTM F2853-10e1, Standard Test Method for Determination of Lead in Paint Layers and Similar Coatings or in Substrates and Homogenous Materials by Energy Dispersive X-Ray Fluorescence Spectrometry Using Multiple Monochromatic Excitation Beams.

Q.2 Have all types of XRF equipment been approved for use?

Only XRF equipment specified by ASTM F2853-10e1 may be used. The approved equipment uses energy dispersive X-ray fluorescence, which is commonly referred to as High Definition XRF (HDXRF) spectrometry for detection and quantification of lead. Handheld XRF units, and all other types of XRF equipment are not approved for third-party testing of coatings under the Consumer Product Safety Improvement Act (CPSIA).

Q.3 Can all coatings be analyzed using HDXRF?

HDXRF equipment is limited to the analysis of paint and similar coatings, excluding metallic coatings.

Q.4 Can metals, or coatings on metals, be analyzed using HDXRF?

If the metal is not homogenous, or if it is unknown if it is homogenous, then HDXRF cannot be used. Electroplated metals are not homogenous and are not approved for analysis using this method.

Q.5 How long does it take for a typical test?

The duration of a typical single-color surface coating test is around six to eight minutes. There is an additional test required for substrate analysis to isolate the surface coating. Sample preparation may add time to analysis (e.g., the sample is too big).

Q.6 Can coatings be composited for HDXRF testing as is currently done with the wet chemistry method?

No, compositing of coatings is not possible with HDXRF. Each color must be analyzed separately. In some cases, depending upon the sample configuration, each substrate may require separate analysis.

Q.7 Is ASTM F2853-10e1 the appropriate test method for coatings of any lead content level?

This test method is applicable for a lead range of 14 - 1200 mg/kg for uncoated materials, and 30 to 450 mg/kg for coated samples. Results near or above these ranges should be re-evaluated using wet chemistry.

Q.8 What approach would TECERT recommend to clients at this time?

The most logical approach would be to use this technology for applications best suited to it, and test the balance with traditional wet chemistry methods.
