Lead is toxic by ingestion, hence its inclusion in EN71-3.
Following a number of incidents with products containing high levels of lead, there is now legislation in place in USA to restrict the amount of total lead permitted in products intended for use by children (CPSIA 2008).
In Europe, there is no EU legislation for lead. One European country, Denmark, has national legislation in place for lead content.
Statutory Order No. 1012 of 13 November 2000 on prohibition of import and marketing of products containing lead prohibits the import and marketing of products containing more than 100mg/kg (ppm) of lead. The products included in this prohibition are
- Weights for drapes and curtains.
- Products for decorative use - the latter will include items such as buttons.
