本标准规定了高处作业吊篮(以下简称“吊篮”)的术语和定义、型式与主参数、一般技术要求、结构、稳定性与机械设计计算、悬挂平台、起升机构、悬挂装置、电气系统和控制系统、试验方法、检验规则、标志、随机文件等。
本标准包括了吊篮施加到建筑结构上的相关载荷规定、吊篮的安装对建筑物和结构的安全要求。
本标准包括了吊篮工作中存在的相关显著危险。本标准说明了消除或减少发生显著危险的适当技术措施。
本标准涉及的吊篮和所包含的危险程度需在本标准的说明范围内。
本标准假定条件如下：
a) 在特定的局部安装条件下和所期望的功能和要求上制造商/供应商需与采购商/雇主进行协商;
b) 对吊篮整机的每个装配部件已做危险性分析制定的规则以此假定为基础;
c) 本标准对部件提出的基本安全要求为：
● 根据现行工程实践的所有失效形式和计算规则来设计;
● 有可靠的机械与电气加工制造能力和手段;
● 有足够强度和适当的材料制造;
● 无视觉缺陷;
d) 不使用诸如石棉的有害材料;
e) 吊篮保持良好的工作状态;
f) 任何经过良好加工和按照本标准生产的机械装置不会在无察觉的情况下损坏到产生危险的程度;
g) 工作环境温度范围为-10 ℃~+55 ℃;
h) 安装吊篮的建筑结构有足够的强度以承受预期的载荷。
本标准适用于建筑物或构筑物动力驱动或手动的各种型式的吊篮。
本标准不适用于：
a) 苛刻和特殊工作条件(如苛刻环境条件、腐蚀性环境、强磁场环境);
b) 特定规则下工作(如在易爆燃性空气环境、带电工作);
c) 从一层向另一层运送人员;
d) 搬运可导致危险的物品(如熔化的金属、酸性物质、放射性物质、易碎物品);
e) 悬吊在起重机上的平台;
f) 筒仓维护作业设备

This International Standard specifies temporarily installed suspended access equipment's(hereinafter referred to as TSAE)the terms and definitions, types and main parameters, general technical requirements, structure, stability and mechanical design calculation of equipment, suspended platform, hoist, suspension rig, rail track, electrical system and control system, test method, inspection rule, sign, attached files, etc. This standard includes the relevant load regulation applied to the building structure by the wheel load of TSAE, and the safety requirements of the building structure for the installation of TSAE. This standard deals with significant hazards pertinent to TSAE. This standard specifies appropriate technical measures to eliminate or reduce risks arising from the significant hazards.
