本标准适用于食品接触用涂料及涂层。本标准不适用于纸涂料及涂层。
本标准代替GB 4805-1994《食品罐头内壁环氧酚醛涂料卫生标准》、GB 7105-1986《食品容器过氯乙烯内壁涂料卫生标准》、GB 9680-1988《食品容器漆酚涂料卫生标准》、GB 9682-1988《食品罐头内壁脱模涂料卫生标准》、GB 9686-2012《食品安全国家标准 内壁环氧聚酰胺树脂涂料》、GB 11676-2012《食品安全国家标准 有机硅防粘涂料》、GB 11677-2012《食品安全国家标准 易拉罐内壁水基改性环氧树脂涂料》、GB 11678-1989《食品容器内壁聚四氟乙烯涂料卫生标准》和《关于公布聚己二酰丁二胺等107种可用于食品包装材料的树脂名单的公告》（原卫生部2011年第23号公告）中涂料用树脂的相关内容。
本标准与上述标准相比，主要变化如下：
——标准名称修改为“食品安全国家标准 食品接触用涂料及涂层”；
——修改了范围；
——增加了术语和定义；
——增加了基本要求；
——增加了原料要求；
——修改了理化指标；
——增加了迁移试验要求；
——增加了标签标识要求；
——增加了附录A。
